<title>PC Alberta requests the release of Elections Alberta’s Investigative Findings</title>
<description><![CDATA[<p dir='ltr' align='left'>
Edmonton, AB - Today, PC Alberta President, Jim McCormick formally requested the release of the Chief Electoral Officer's decision, findings and other information with respect to the allegations made against the Progressive Conservative Association of Alberta (PCAA). 
</p>

<p>
'In today's political climate transparency and openness is vital and your letter was clear statement that there was no wrong doing on our part' said PC Alberta President, Jim McCormick in a letter to Lori McKee-Jeske, Elections Alberta's Acting Chief Electoral Officer. 
</p>

<p>
Today, PC Alberta received written notification that the investigation into allegations that the PCAA had accepted donations in contravention of the Elections Finances and Contributions Disclosure Act (the Act) has been concluded. 
</p>
<ul><li>All allegations that the PCAA had accepted contributions beyond the campaign limit of $30,000 contrary to Section 19(1) of the Elections Finances and Contributions Disclosure Act (the Act) were found to be completely and definitively unfounded. </li><li>The allegation that the PCAA knowingly accepted contributions not belonging to the contributor contrary to Section 34(2) of the Act were found to be definitively unfounded.</li><li>The allegation that the PCAA knowingly solicited or accepted a contribution from one or more persons who were ordinarily a resident outside Alberta contrary to Section 35(1) of the Act was concluded to be unfounded.</li></ul>
<p>
'We are proud of our fundraising efforts and pleased that the Chief Electoral Officerand#12288;has confirmed we took all reasonable precautions to ensure we are in full compliance with the rules and the ethical standards surrounding political fundraising in Alberta, as we always do' said McCormick. 
</p>

'Premier Redford and our PC Caucus passed legislation last fall to make transparency and accountability stronger in Alberta and our party is doing the same. We have requested that Elections Alberta make the report public for all Albertans to see. 
</p>

'While we remain focused on the issues that matter to Albertans, the opposition continues a pattern of baseless witchhunts and are more interested in scoring cheap shots than addressingand#12288;what Albertans expect from all political parties. Now that the investigation is complete we look forward to refocusing our time and resources on issues that matter to our members and to all Albertans' 
</p>

<title>Total Number Reveals True Fiscal Picture - PC Constituency Associations bring in 4 times that of their WRP counterparts</title>

Edmonton, AB - On April 2, 2013 the Progressive Conservative Association of Alberta, in accordance with Section 42 of the Election Finances and Contributions Disclosure Act submitted a complete set of 87 Constituency Association 2012 Annual Financial Statements with total revenues surpassing $4,980,460.00. 
</p>

<p>
'The success of our local Constituency Associations is a testament to our volunteers and to their dedication and commitment to their communities and to the Progressive Conservative Association of Alberta' said PC Alberta Leader, Premier Alison Redford. 
</p>

<p>
'We are extremely pleased with the success of our 87 Constituency Associations. While others may claim ownership over Alberta's grassroots support the success of our PC Constituency Association's tells the truth. Unlike other political parties, we do not believe in blunting the local efforts to fund the central Party. Dollars raised remain local, where they belong, to support the efforts of our volunteers and the associations in those communities' said PC Alberta President Jim McCormick.

<title>Wellness: Expanded Role for Pharmacists</title>
<description><![CDATA[<strong>Expanded Role for Pharmacists = More Options for Albertans<br />

Starting July 1, 2012, Albertans will be able to have their prescriptions renewed at their local pharmacies. 








</p>

















<p>








'<em>Essentially, we are opening 1,000 new locations to get prescriptions renewed which will provide Albertans with more access, more options and more convenience</em>,' said Fred Horne, Minister of Health and Wellness. '<em>This initiative also supports physicians by freeing up time to see more patients, especially those with complex health needs</em>.' Pharmacists will be paid to provide the new service to all Albertans. 








</p>

Effective July 1, the Alberta government will also reduce the price it pays for generic prescription drugs. The price reduction will mean Albertans will save on their out-of-pocket costs for generic drugs, and the Alberta government will save about $85 million in 2012/13. 








</p>

















<p>








To help pharmacies in Alberta's remote communities expand their services and adjust to the lower generic drug prices, $5.3 million dollars will be available in 2012/13 as part of a new three-year, $15.9-million Remote Pharmacy Access Grant. This follows on a $5 million grant for rural pharmacies and over $55 million in transition support for all pharmacies provided since 2010.

'<em>We want to make sure that Albertans living in remote communities have access to pharmacists and pharmacy services to help them stay healthy</em>,' said Horne.

'<em>Alberta's pharmacists are uniquely placed in the system, particularly in rural areas, to help address the many challenges associated with drug therapy</em>,' said Dr. James Kehrer, Dean of the Faculty of Pharmacy at the University of Alberta. '<em>I am confident that today's announcement will help pharmacists provide a more supportive and accessible continuum of primary health care</em>.'

Funding for the remote access grant and other expanded services will come from savings achieved as a result of the new lower generic drug prices.

All of these initiatives are the first step towards full implementation of a new professional services compensation framework for pharmacists which is now complete. Since 2009, a transition team representing Alberta pharmacists has been working with Alberta Health and Wellness to develop the framework. The framework recognizes the role of pharmacists as full partners in delivering team-based care.

In 2012, Alberta is home to 1013 pharmacies.</li><li>In 2007, the Alberta government amended the Pharmacists Regulation of the Health Professions Act to allow pharmacists to renew, modify and in some cases prescribe medications in accordance with educational requirements and quality standards set by the Alberta College of Pharmacists. Services are provided in consultation with a patient's physician. This new investment supports appropriately licensed pharmacists to offer better access to these services across the province.</li></ul>

<u>Prescription renewals</u> - <strong>$20 million in 2012/13</strong>

<ul><li>Albertans will have the option to ask their local pharmacist to renew their prescription. Albertans can still visit their family physician to have their prescription renewed. The Government of Alberta will reimburse pharmacists for this new service. Refills that are short-term until the patient can see a physician would not qualify for this reimbursement. This service is within the current standards of practice of Alberta's pharmacists.</li><li>Work continues to introduce more patient-focused pharmacy services to improve access and the health of Albertans. </li></ul>

<u>Remote Pharmacy Access Grant</u> - <strong>$5.3 million in 2012/13 (total $15.9 million over three years)</strong>

<ul><li>For pharmacies located in remote communities, the Alberta government will be providing a three-year, $15.9 million Remote Pharmacy Access Grant. The grant will be managed by Alberta Pharmacists' Association, with a monthly payment to eligible pharmacies. This grant will provide a monthly payment to existing remote pharmacies in Alberta that meet certain eligibility criteria such as size of community and distance between pharmacies.</li></ul>

<u>Pharmacy Services Framework</u>

<ul><li>A new compensation framework has been developed by a transition team working with government since 2009. The framework will be fully implemented on July 1, 2012. </li></ul>

<u>Generic Drug Prices Reduction</u> 








</p>








Alberta is reducing the prices it pays for generic drugs from beginning July 1. Because of this reduction, in many cases, Albertans will see a cost savings in the price they pay for generic medications. Government is projecting a total savings of $85 million. Alberta's current generic drug price is 45 per cent of name brand price.]]></description>

<title>PCAA Complies With Elections Alberta, Raises Concerns About Donation Repayment </title>
<description><![CDATA[<p dir='ltr' align='left'>
Edmonton, AB - PC Alberta today confirmed the party has complied with Elections Alberta's requirement for the reimbursement of past donations to the party, despite the fact each donation was received from individual donors at the time in full compliance with donation rules and limits. <br />
<br />
'To be clear, the PC party did not accept money from prohibited entities,' said Jim McCormick, PCAA President. 'Rather, the donations in question were all received from individuals, who later sought reimbursement from a prohibited corporation. The PC party had no conceivable way of knowing that would happen, long after we received the personal donations.' <br />
<br />
Elections Alberta outlined a list of ten repayments from the PCAA, three of which were voluntary and seven that were categorized as mandatory repayments. All of the mandatory repayments have been reimbursed. <br />
<br />
PC Alberta continues to have serious concerns with Elections Alberta's opinion on mandatory repayment of personal donations received in good faith, that met every donation rule. In the vast majority of the cases disclosed by Elections Alberta PC records do not indicate or provide any insight that the individual donor would expense the contribution to a prohibited corporation/entity as defined by the Election Finances andamp; Contributions Disclosure Act.<br />
<br />
The Party is in discussion with Elections Alberta to clarify responsibility in cases where personal contributions have later been expensed back to prohibited entities. <br />
<br />
'Our argument is not relative to the dollar amount we have been ordered to repay but rather a request for clarification on the principle of the legislation. We remain committed to fully cooperating with Elections Alberta as we continue our discussion.' Jim McCormick, PCAA President.<br />
<br />
Seventeen PC constituencies have also been ordered to repay dollars received under similar situations. These dollars have also been repaid.<br />
<br />
Total value of donations repaid is: $17,655.00.

<title>PCAA elects new officers, Jim McCormick chosen as PCAA President</title>

Calgary, AB - The Progressive Conservative Association of Alberta has announced the results of their Executive Committee Elections at the 2012 AGM andamp; Convention.<br />

</p>

<p>
Jim McCormick, long-time PCAA volunteer was elected President by the delegates in attendance. <br />

</p>

<p>
'I am humbled by this honour and I am absolutely energized to begin working with constituencies across the province. I am confident in the future of the PCAA as I am proud of its past' said Jim McCormick, PCAA President elect. <br />

</p>

<p>
Troy Wason has been elected as VP Calgary and brings a wealth of political, organizational and communication skills to the position.<br />

</p>

<p>
VP South elect, Kerry Milder has been an active member in the PCAA for the last twelve years in a number of south Alberta Constituencies. <br />

</p>

<p>
Two other VP positions were acclaimed- Don Schultz is VP North elect, and Sue Timanson is VP Edmonton.<br />

</p>

<p>
Two Regional Director elections resulted in Ansar Qureshi and Mike Wade being chosen as Edmonton Regional Directors. <br />

</p>

<p>
'It has been an honour and a privilege to serve as the President of the PCAA for the last two years. I am extremely confident as I hand over the reins to an exceptional President and renewed Executive Committee' said Bill Smith. <br />

<title>PC Alberta formally submits Campaign Financials to Elections Alberta</title>
<description><![CDATA[<p>
Calgary, AB - Today, the Progressive Conservative Association of Alberta formally filed campaign financials for each of the 87 Constituency Campaigns to Elections Alberta. 
</p>

<p>
As per Elections Alberta's financial regulations, documentation of the monies raised during the Campaign Period are to be submitted to Elections Alberta by end of day August 23, 2012. 
</p>

<p>
The Election Period began with the official Writ Drop Monday March 26, 2012 and closed 28 days following on April 23, 2012, Election Day. The official Campaign Period commences with the Writ Drop and comes to a close 60 days following Election Day, June 22, 2012. 
</p>

<p>
'We are pleased with the support we have received from across Alberta. The submission of campaign financials allows our Party to wrap up the formal Election and look forward to our next steps. The financial support of donations raised is a testament to our people and the work put into their local constituency campaigns' said PCAA President, Bill Smith. 
</p>

'Our success and our victory are because of our dedicated PC Family who worked tirelessly through the Campaign Period to share our message and garner support for our candidates' said Progressive Conservative Leader, Premier Alison Redford. <title>President Bill Smith Announces He Will Not Run for Re-Election</title>

Calgary - Following a meeting with P.C. Leader and Premier, Alison Redford, Smith made his decision public to members of the PC Party.

'What a term it has been!' expressed Smith, citing his role during the 2008 election, the 2011 Leadership race, the nominations of late 2011, and the 2012 election. 
</p>

'What made it all worthwhile to my family and me was the incredible commitment to our Party that so many Albertans have and from so many walks of life,' said Smith. 'The diversity of our Party is a point of pride for me. As we are now firmly established with a 4 year mandate, a Leader who is without a doubt the best Premier in the country, and a Party in renewal I feel it is time for me to move on.'

Calgary, AB - The President of the Progressive Conservative Association of Alberta (PCAA) announced today that Kelley Charlebois, interim Executive Director (ED), is the successful candidate in an 8-month search for a permanent Executive Director. 
</p>

'After a thorough recruitment process in which there were 31 applicants for the role, with folks from as far away as Quebec, I am pleased to make this official announcement. Mr. Charlebois is the unanimous choice of our Executive Committee and our Leader,' said Bill Smith, President of the PCAA. 'Mr. Charlebois brings a wealth of experience, with 27 years as a PCAA member/volunteer combined with a decade in government and a decade in private business, making him the ideal candidate.' 
</p>

In that part of this release refers to a PC Party event and possible inappropriate action, I will today ask the Chief Electoral Office (CEO) to provide guidance on how the donation should be handled.'</font>

Calgary, AB - Today, the Progressive Conservative Association of Alberta released the names of organizations that were noted by Elections Alberta as prohibited contributors under Alberta's Election Finances and Contributions Disclosure Act, and affirms their full reimbursement. 
</p>

Following Elections Alberta's March 22, 2012 media release PC Alberta President Bill Smith pledged that all donations made in error to the Progressive Conservative Association of Alberta would be fully refunded to the organizations indicated as prohibited in Elections Alberta's report. As of today, May 31, 2012 PC Alberta has reimbursed the following organizations for donations made in error:

<title>Your Child's Education</title>
<description><![CDATA[<p>
We are committed to creating an inclusive education system that inspires and enables all students to achieve success and fulfillment as engaged thinkers and ethical citizens, with an entrepreneurial spirit. We recognize that parents play an important role in shaping the way their children view learning. As a parent, you understand more than anyone else how your child learns and processes information. 
</p>

<p>
We developed, <i>My Child's Learning: A Parent Resource </i>, an easy to use online tool that allows parents to get information about what their child is learning and how their child might be assessed for every subject and grade level at school.
</p>

<p>
This online tool is one of many ways in which we are engaging with parents about their child's education. In addition to course and subject matter, parents can also use the tool to explore online learning materials to help their child with their studies. 
</p>

<p>
The online tool was developed in consultation with the Alberta School Councils' Association, the Fédération des parents francophones de l'Alberta, and with parents across the province who participated in online surveys and focus groups throughout the product's development. Parents said that they wanted plain language descriptions about subject matter as well as the ability to link to the resource via mobile devices such as smart phones. And we listened. 
</p>

<p>
Alberta is the first jurisdiction in Canada to create an interactive, online tool of this kind for parents. The move to an online tool with advanced customized features gives parents greater flexibility to create an individualized learning profile for their child based on grade and subject level. 
</p>

<title>Community Investment: Libraries</title>
<description><![CDATA[<p>
Libraries are crucial to building knowledge and accessing key technology. We are dedicated to opening doors, opening minds and opening global access to all Albertans through our commitment to public libraries.
</p>

<p>
By enhancing Alberta libraries' digital licenses, libraries are able to incorporate leading-edge language learning software into their services. 
</p>

<p>
We are providing a one-time grant of $790,000 to The Alberta Library (TAL) and the Alberta Public Library Electronic Network (APLEN) to help bring Alberta libraries to the forefront of technology. The innovative language software component, Mango, will help new Canadians learn English, French, and other languages. Any library that is a member of TAL will have access to the enhanced digital resources. 
</p>

<p>
More than $32 million is allocated in 2011-12 for public library service, marking the third consecutive year of increases in operating grants for growing populations. Alberta has a strong provincial library network that uses cutting-edge technology to share library resources.

This grant underscores our commitment to libraries as the cornerstone of progressive and vibrant communities. Their electronic services are at the heart of a prosperous Alberta.

<title>Fostering Agriculture Industry's Next Generation of Leaders</title>
<description><![CDATA[<p>
Local programs are key to involving young people in agriculture. We are working with Agricultural Societies to support leadership development activities for the next generation of producers, farm safety programs and ongoing initiatives within their communities.
</p>

<p>
In today's diverse agriculture sector there are a variety of career options available to young Albertans, both on and off the farm. Currently, the average age of Alberta's producers is 51; we need to find ways to engage youth in agricultural activities. This additional funding of $2 million in Agricultural Society Initiatives will help support local programs that encourage our youth to become involved in our agriculture industry.
</p>

<p>
The seven regional Agricultural Societies (Grande Prairie, Camrose, Lloydminster, Red Deer, Olds, Medicine Hat and Lethbridge) will each receive $142,850, totaling nearly $1 million, 10 per cent of which must be directly used for agricultural youth leadership development or initiatives such as scholarships, training or youth development activities. The funding can also be used to enhance farm safety programming.
</p>

<p>
Alberta's 284 local Agricultural Societies, who are in good standing, will receive $2,500 each to be used for activity-based agricultural youth leadership development activities or farm safety programming. The remaining dollars from the $1 million granted to local societies will be used to strengthen activity-based funding for the 2011-12 year.
</p>

<p>
In 2010, each Primary Ag Society received a one-time grant of $2,500 from the Alberta government, to use for farm safety events and activities in their community. Projects ranged from ad campaigns to safety plans/initiatives, incorporating farm safety in 4-H programs and trade show booths. Several societies combined their funding and developed joint programming. This approach was successful in increasing awareness of the importance of farm safety and it is believed the same success can be achieved in helping develop our agriculture industry's next generation of producers, leaders and entrepreneurs.
</p>

<title>Safe Communities: Reducing Gang Activity</title>
<description><![CDATA[<p>
Programs that encourage and support community-based action to reduce gang crime and violence will benefit from a $1-million commitment from Alberta's Civil Forfeiture Office. 'This is what meaningful crime prevention looks like. It's about engaging community leaders with proven actions for mobilizing their peers and affecting local change. This has always been at the heart of the Safe Communities Initiative,' said Premier Alison Redford. 'These programs are making a lasting difference in our communities and I applaud their efforts.' 
</p>

<p>
Alberta communities most impacted by gang activity, particularly those in rural, remote and Aboriginal communities, can now apply for a one-time grant to support programs aimed at reducing gang crime and violence through effective prevention and intervention.
</p>

<p>
Priority will be given to projects that directly impact young people, and their families, at risk of becoming involved in gangs. This includes projects and programs that involve pro-social and life skills-based activities, particularly those that occur in schools and community centres during critical hours after school.
</p>

<p>
Through the Civil Forfeiture Office, property gained through criminal acts is seized and if the court action is successful, forfeiture is ordered. Proceeds accrued through the sale of forfeited property are now being used to fund victims' groups and crime prevention programs.
</p>

<p>
This funding commitment is another significant step in the implementation of Alberta's Crime Prevention Framework and, particularly, the Alberta Gang Reduction Strategy, which are both key elements of Alberta's Safe Communities Initiative.
</p>

<title>Fiscal Discipline: Results-Based Budgeting</title>

Results-Based Budgeting establishes a new approach to government budgeting that emphasizes successful service delivery outcomes, following a comprehensive review of all programs and services to ensure they address Albertans' priorities as effectively as possible.
</p>

<p>
'Albertans expect their government to treat their tax dollars with the same care and respect they do,' said Premier Alison Redford. 'This process is about making sure we are providing the right services at the right time in the right way to meet the needs of Albertans.'
</p>

<p>
Approximately one-third of government programs and services will be reviewed annually in a process, led by Treasury Board and based on outcomes and priorities identified with input from Albertans. The findings and recommendations of program reviews will be made public, and will form the basis of future budget and policy decisions.
</p>

<p>
'Our budget approach needs to evolve,' said President of Treasury Board and Enterprise Doug Horner. 'We will scrutinize all costs, challenge automatic growth in spending, and invest funds where we know they are going to make a positive difference in the lives of Albertans and their communities.'

<title>Wellness: Family Care Clinics</title>
<description><![CDATA[<p>
 'It is essential to me that all Albertans have a home in our health care system,' said Premier Alison Redford. 'Family care clinics will provide a way for individuals and families to access care that, first and foremost, keeps them healthier so that they have the best possible chance to achieve a high quality of life.'
</p>

<p>
Family care clinics will be staffed by a team of health care providers such as nurse practitioners, registered nurses, licensed practical nurses, social workers, mental health counsellors, psychologists, pharmacists, dieticians, physiotherapists, family physicians and others to meet local primary health care needs.
</p>

<p>
'Convenient access to team-based primary care close to home drives improvements throughout the health system,' said Fred Horne, Minister of Health and Wellness. 'These clinics will improve access in underserved communities - both urban and rural - across Alberta. They will support the increasing numbers of Albertans living with chronic diseases like diabetes, help take pressure off our emergency rooms, and reach out to those in need of mental health and addictions services at an earlier stage - all under one roof.'
</p>

<p>
The clinics will offer extended hours, Monday to Friday. Starting in September, they will further extend hours of service, including weekends for both scheduled and unscheduled, same-day access to various primary health care providers.
</p>

<p>
The clinics will help all Albertans including those without a personal family physician and those with chronic conditions. A number of co-ordinated health and community services will also be offered through the family care clinics. These programs and services will have an emphasis on wellness, prevention and management of chronic diseases and injury, and addiction and mental health services. 
</p>

<p>
In addition, the clinics will link to other services such as primary care networks, specialists, emergency departments, home care, continuing care, diagnostic and laboratory services. Family care clinics will also connect to local social and housing support agencies. 
</p>

<p>
<strong>The PC Party is committed to timely access to high-quality health care service for Albertans through a universal public health care system. </strong>

<title>Supporting Seniors: Property Tax Deferral</title>
<description><![CDATA[<p>
Alberta seniors would be able to stay in their homes longer allowing them to take advantage of homeownership.
</p>

<p>
Property Tax Deferral policy proposed by the PC Party would help seniors who own their homes pay their property tax through a home equity loan. The program would be available for the 2013 tax year, helping seniors free up funds by deferring all or part of their property tax until they sell their home.
</p>

<p>
'We've heard from seniors that it gets harder and harder each year to pay their increasing property taxes, especially because their retirement incomes stay the same,' said George VanderBurg, Minister of Seniors. 'A seniors' property tax deferral program will give seniors the opportunity to take advantage of the value in their home. It will help them to be more independent and live in their homes longer, without the burden of increasing property taxes.' 
</p>

<p>
To be eligible for the program, you must be a senior and a homeowner, residing in Alberta. Eligible seniors would enter into a loan agreement with the Government of Alberta, and the government would pay the property tax on behalf of the senior. The senior would repay the loan, plus interest, when they sell their home. 
</p>

<p>
<strong> The PC Party is committed to policies allowing aging seniors to live in their homes, and stay in their communities longer. </strong>

<title>Environmental Protection: World Class Monitoring System for the Oil Sands</title>
<description><![CDATA[<p>
A program to provide an improved understanding of the long-term cumulative effects of oil sands development will begin this year. Increased air, water, land and biodiversity monitoring in the oil sands will help to improve environmental monitoring in the oil sands region.
</p>

<p>
The three-year implementation plan begins this spring with increased sampling frequency, parameters, and locations. It will also integrate relevant parts of existing monitoring efforts and will give government and industry the scientific foundation necessary to continue to promote the environmentally sustainable development of the oil sands. The implementation plan reflects the Integrated Oil Sands Environment Monitoring Plan released by Environment Canada in July and will be consistent with the Government of Alberta's plans for a province-wide environmental monitoring system.
</p>

<p>
'Albertans, and Canadians, have high expectations that we excel at both energy production and environmental protection,' said the Honourable Diana McQueen, Minister of Alberta Environment and Water. 'We can have it both ways. We are confident this environmental monitoring system will be one of the most progressive and comprehensive of any industrially developed region in the world.'
</p>

<p>
Data from the new monitoring program, and the methods on which it is based, will be transparent, supported by necessary quality assurance, and will be made publicly available to allow independent scientific assessments and evaluations. This will encourage informed discussions and analysis on the impacts of oil sands development based on high-quality scientific information. 
</p>

<title>Investing in People: AISH Recipients</title>
<description><![CDATA[<p>
Assured Income for the Severely Handicapped (AISH) program provides financial and health-related assistance to eligible adults with a disability. The quality of life of Albertans in the AISH program will improve from an increase of the maximum monthly financial benefit for AISH clients by $400 per month to $1,588, effective April 1.
</p>

<p>
'A healthy society looks after its most vulnerable,' said Premier Alison Redford. 'This increase reflects the compassion of Albertans and will help individuals on AISH enhance their quality of life.' 
</p>

<p>
The program also provides employment income exemptions to clients and their spouses, enabling them to retain a portion of their earnings. The thresholds for the employment income exemptions will double, from $400 to $800 per month for single AISH clients and from $975 to $1,950 per month for AISH clients with cohabiting partners or dependent children. Doubling the employment income exemptions for AISH clients will also come into effect April 1. About 17 per cent of AISH clients and/or their cohabitating partners (more than 7,500 households) report some form of employment income.
</p>

<p>
'We value all AISH clients, including those who have the opportunity to earn some form of employment income,' said George VanderBurg, Minister of Seniors. 'Allowing AISH clients to keep more of their paycheck will give them more freedom to live a better life.'
</p>

<p>
In 2012-13, the AISH program will provide financial assistance and health benefits to about 46,000 Albertans with a severe and permanent disability that substantially limits their ability to earn a living.
</p>

<p>

A post-secondary education is expensive, but it is essential that Alberta students have accessible post-secondary learning if Alberta is to be a leader in the knowledge-inspired global economy.

 Changes to the student aid program will make it easier for post-secondary learners to reach their goals and become the province's leaders of tomorrow.<br />









<br />









Changes to the program include the introduction of a flat-rate contribution of $1,500 (reduced to zero for single parents); elimination of savings, RRSP, part-time earnings or parental contributions in determining loan eligibility; and new grants designed to encourage students to graduate and remain in Alberta.

The new completion grants replace the previous remission program designed to ease a student's debt load on graduation. They will provide students who have loans with grants of between $1,000 and $2,000 upon graduation. 









</p>

In addition, a new retention grant will provide graduates who work in Alberta for three years in essential occupations with an additional $1,000. 









</p>

All programs will be effective August 1.

'We are always looking at improving our student aid program so that it is more accessible for students who need it and so we can continue to provide flexible repayment options upon graduation,' said Greg Weadick, Alberta's Minister of Advanced Education and Technology.

Environmental monitoring, evaluation and reporting across Alberta will be bolstered with $11 million in new funding for monitoring stations, increased sampling, and additional scientific capacity and oversight for the province. <br />

<br />

Alberta is committed to develop an integrated, comprehensive monitoring system for air, land, water and biodiversity. An enhanced provincial system will improve Alberta's ability to detect and manage the cumulative effects of increased development and ensure resources are managed responsibly. 

<p>

Immediate transitional funding will ensure the necessary monitoring infrastructure and resources are in place prior to the upcoming field season. Immediate on-the-ground enhancements include: 

</p>

<ul type='disc'><ul type='disc'><li>capital funding for additional air, surface and groundwater monitoring stations with more frequent monitoring of more substances in more locations; </li><li>new mobile air monitoring laboratory to enhance Alberta's emergency response capacity;</li><li>new data management system to ensure scientifically credible and transparent data; and,</li><li>seed funding to help establish efficient and effective oversight for the new provincial monitoring system.</li></ul></ul>

<p>

Government of Alberta funding for the province-wide system, starting in the oil sands region, complements and builds on the <em>Joint</em> <em>Canada-Alberta Implementation Plan for Oil Sands Monitoring,</em> announced earlier this year. Discussions on long-term funding for the joint plan are currently underway with industry, which is estimated at up to $50 million per year for the first three years. 

</p>



<p>

These monitoring activities also complement the government's commitment to increased openness and transparency of oil sands development with the launch of the Oil Sands Information Portal. The portal is an interactive website that makes it easy to find detailed information on the environmental performance of oil sands facilities. Data from the new system will be integrated with the Oil Sands Information Portal.
